What makes us different
Built for the Saudi HR transformation
Vision 2030 is rewriting Saudi workforce rules every year. Generic advice loses fast.
Saudi Labour Law current
Royal Decree M/51 of 2005 and the post-2021 amendments shape every Saudi employment contract. We write handbooks, contracts, and termination procedures to the current MHRSD operating practice, not last decade's templates.
Nitaqat that hits the band
Nitaqat is more than a Saudisation count. The Platinum, Green High, Green Medium, and Green Low bands trigger material differences in visa eligibility and government service access. We work the band, not just the headline ratio.
ISO 27001 secured data handling
Your HR consultant sees payroll, contracts, and Iqama data. ISO/IEC 27001:2022 certification means it is handled under audited information security controls, not stored in someone's email inbox.

Saudi HR intelligence
What you need to know about running HR in Saudi Arabia
Saudi Labour Law is structurally different from UAE law. The Saudi Labour Law (Royal Decree M/51 of 2005, amended several times since) governs all private sector employment. Termination procedures, end-of-service awards, and non-Saudi recruitment are governed by it. A handbook designed for UAE Decree 33 of 2021 will not pass an MHRSD audit. We rewrite to Saudi law.
Nitaqat is a banded system, not a single ratio. Nitaqat groups firms into Platinum, Green High, Green Medium, Green Low, Yellow, and Red bands based on Saudisation. The band determines visa eligibility, transfer rights, government service access, and Ajeer permit grants. Moving from Green Low to Green Medium can unlock visa quota that Green Low does not have. We engineer for the band you want, not the number.
HRDF programmes are real money on the table. The Human Resources Development Fund subsidises Saudi national hires through Tamheer (graduate work experience), Doroob (training), and salary support schemes. Many employers do not claim what they are entitled to. We audit your HRDF eligibility and process the claims.
Mudad is the Saudi Wage Protection System. Salaries are paid through Mudad and must match the contracts registered on Qiwa. Mismatches trigger MHRSD inquiries and can block visa issuance. We reconcile contracts on Qiwa to actual Mudad transfers monthly to catch issues early.
Female workforce participation is a Vision 2030 strategic target. The Vision 2030 target of 30 percent female workforce participation is now mainstream. It changes what offices need (separate facilities are not always required under the post-reform rules), how recruitment campaigns work, and how HR policies must be drafted on maternity, harassment, and remote work. Many older Saudi handbooks are non-compliant on this.
PIF gigaproject HR is its own subculture. NEOM, Red Sea Global, ROSHN, Diriyah Company, and Qiddiya each operate with bespoke HR stacks, higher salary bands, and faster recruitment cycles than the Riyadh corporate market. If you are recruiting from a gigaproject or losing people to one, you need calibrated bands, not 2019 salary surveys.
Most HR consultancies in Saudi Arabia have no external certifications. We do.
FAQ
HR consultancy in Saudi Arabia, common questions
Talent Arabia is among the top HR consultancies serving Saudi employers, with ISO 9001:2015 and ISO/IEC 27001:2022 certification, working knowledge of the Saudi Labour Law (Royal Decree M/51 of 2005 and subsequent amendments), Nitaqat Saudisation, GOSI, Mudad, Qiwa, and the HRDF programme stack including Tamheer and Doroob.
Nitaqat is the Saudisation banding system run by MHRSD. Firms are graded Platinum, Green High, Green Medium, Green Low, Yellow, or Red based on Saudi national hiring relative to sector norms. Higher bands unlock visa quota, faster government service, and reputational benefits. We engineer for the band you need, not just the headline ratio.
Yes. We run end-to-end Saudi payroll on Mudad, register contracts on Qiwa, calculate GOSI contributions for both Saudi and non-Saudi employees, accrue end-of-service awards, and reconcile transfers to contracts monthly so MHRSD discrepancies do not build up.
Yes. We audit your eligibility for Tamheer (graduate work experience subsidy), Doroob training programmes, and direct Saudisation salary support. We then run the claim process so you collect what you are entitled to instead of leaving it on the table.
The 30 percent female workforce participation target has moved many HR policies forward. Maternity, harassment, remote work, dress code, and facility requirements all have current MHRSD positions that differ from pre-2017 norms. Older handbooks are often non-compliant. We update them.
Yes. We benchmark salary bands and operating norms across PIF gigaprojects, advise on retention against gigaproject offers, and run executive search into gigaproject organisations directly when needed.
